Preheat oven to 250 degrees F
Line a baking sheet with aluminum foil and set aside.
In a small bowl, mix together brown sugar, onion powder, coarse salt and black pepper.
Place ribs in a large bowl and sprinkle with rub, toss and turn to coat. Place ribs in single layer on foil-lined baking sheet and cover and seal with aluminum foil.
Bake in oven for 2 hours.
Hoisin Glaze:
Mix together thai chili sauce, hoisin sauce, honey and red pepper flakes in a small saucepan. Simmer uncovered for 10 minutes. Separate hoisin sauce into two containers - one for basting, one for serving on the table with the cooked ribs.
When ribs come out of the oven, baste with hoisin glaze and place on heated grill. Cover and grill for 10 - 15 minutes basting and turning occasionally. Discard the hoisin glaze used to baste ribs when cooking is complete.
Place cooked ribs on a serving platter, sprinkle with sesame seeds and sliced green onion and serve with the second container of hoisin glaze.
